DGT implements new traffic rules for scooters and cyclists in Spain
New traffic regulations issued by the DGT (Dirección General de Tráfico) have entered into force in Spain as of October 1, 2026. The reform, established via Royal Decree 518/2026, aims to increase protection for vulnerable road users, including pedestrians, cyclists, and motorcyclists.
Key changes for Personal Mobility Vehicles (VMP), such as electric scooters, include a mandatory minimum age of 15 years and the requirement to wear a certified helmet. Users must also use lights or reflective elements during the night or in low visibility conditions. For professional users, such as delivery workers, both a helmet and a reflective vest are mandatory at all times.
While the regulation requires VMPs to have lights turned on, the specific requirement to use lighting during daylight hours will not be enforceable until October 1, 2027. Additionally, the reform introduces new rules regarding overtaking cyclists and specific protocols for driving in snow or heavy congestion.
