Digital identity and government modernization trends

Governments and regional administrations are navigating the transition toward digital bureaucracy, balancing administrative efficiency with data privacy. In Europe, debates are intensifying over national digital identity architectures. While centralized systems can streamline procedures and combat identity fraud, they create high-value targets for cybercriminals. To mitigate these risks, decentralized architectures using Zero-Knowledge Proofs (ZKP) are emerging. This technology allows citizens to verify specific information, such as age or residency, without revealing sensitive underlying data.

In the Argentine province of Río Negro, modernization efforts are underway to integrate digital infrastructure and artificial intelligence into state services. Governor Alberto Weretilneck has elevated the modernization sector to ministerial rank to address the challenges of fragmented legacy systems. The provincial plan includes digitizing health systems through Inter-American Development Bank funding, updating real estate registries, and launching a single virtual application, ‘Ciudadano Digital’, to centralize various citizen services.
