European Union prepares for mandatory Digital Identity Wallet rollout

The European Union is transitioning from the testing phase to the practical implementation of the European Digital Identity Wallet (EUDI Wallet). Under current legal frameworks, including the updated Architecture and Reference Framework (ARF) version 2.8, EU member states are required to provide at least one digital identity wallet by December 24, 2026.

On April 7, 2026, the European Commission issued Implementing Regulation (EU) 2026/798 regarding wallet enrolment processes. While member states must provide the infrastructure by late 2026, the private sector—including banks and payment institutions—will be legally obligated to accept the EUDI Wallet starting in December 2027.

To support this transition, the European Union Agency for Cybersecurity (ENISA) contributed 1.6 million EUR in February 2026 to assist member states in developing certification mechanisms. Technical focuses for these new systems have shifted toward interoperability, privacy protection, and selective disclosure rather than storing identity data directly on a blockchain.
