Digital infrastructure and EU funds drive economic shifts in Paraguay and Spain

Paraguay is strengthening its economic competitiveness through significant advancements in digital infrastructure. According to the Latin American Artificial Intelligence Index (ILIA 2025), the country has achieved 99.6% mobile coverage and has shown marked improvement in digital enabling capabilities. Roberto Laratro, Director General of Tigo Paraguay, noted that digital infrastructure, including networks, data centers, and cloud services, now serves as a strategic platform for nearly all industries.

In Spain, the Next Generation EU funds have acted as a major economic stimulus, accounting for between 10% and 14% of the average annual GDP growth between 2021 and 2025. This influx of capital has tripled public R&D spending between 2020 and 2023. Additionally, technological sector employment in Spain has grown by 45.8% since 2015, significantly outpacing general employment trends.
