Bank Indonesia expands QRIS cross-border payments to boost tourism spending
Bank Indonesia is expanding its cross-border Quick Response Code Indonesian Standard (QRIS) network to include Timor-Leste and Hong Kong. The central bank aims to use this digital payment expansion to boost economic connectivity and support the tourism sector.
This initiative follows observations by Senior Deputy Governor Aida S. Budiman regarding a decline in average foreign tourist spending. While international arrivals to Indonesia rose from 11.68 million in 2023 to 15.39 million in 2025, the average spending per person fell from nearly USD 1,400 to below USD 1,300. Enhancing transaction ease is seen as a key driver to encourage spontaneous purchases and increase overall tourism revenue.
Additionally, the Ministry of Creative Economy is working with Bank Indonesia to strengthen cross-border payment connectivity. Deputy Minister Irene Umar noted that this will help Indonesian creative economy actors access global markets more easily, addressing current difficulties in opening local bank accounts and receiving payments in countries like Japan and the United States.
