Digital sovereignty becomes a strategic priority for global enterprises

The concept of AI and digital sovereignty is emerging as a critical business and political priority, particularly for organizations outside the United States. While many enterprises currently rely on US-based cloud services and AI models, there is growing concern regarding the ability to maintain control over data and infrastructure.

Industry experts at the Civo Navigate event in London highlighted a gap between strategic intent and action. A survey of 1,000 IT leaders revealed that while 73% treat sovereignty as a strategic priority, only 15% have taken steps to move away from dependency on US hyperscalers. Conversely, 28% of IT leaders expect to deepen their relationships with these providers.

In sectors such as defense, finance, and healthcare, sovereignty is driven by the need for controlled infrastructure and strict regulatory compliance. For instance, defense organizations often require open-weight models on controlled hardware, while financial and healthcare institutions must manage sensitive data within specific jurisdictions to meet regulatory frameworks. Lord Paul Drayson noted that a lack of investment in domestic AI capabilities could leave governments and businesses vulnerable if external providers withdraw services.
