Dimapur Congress seeks full disclosure of Palna Scheme records

The Dimapur District Congress Committee (DDCC) has called for the full disclosure of records regarding the implementation of the Palna Scheme under Mission Shakti. Following an examination of responses from the Department of Social Welfare to Right to Information (RTI) queries, the committee alleged that the information provided was incomplete or limited to summary forms.

The DDCC noted that while central sanctions for Anganwadi-cum-Crèches require detailed accounting, including separate statements of expenditure and utilization certificates, the department provided only consolidated statements and sanction orders. This lack of granular data prevents independent verification of how public funds are utilized.

Specific areas of concern raised by the committee include:

- Financial Transactions: A lack of centre-wise and month-wise bank records, payment vouchers, and cash books. - Honorariums and Incentives: Missing worker-wise transaction trails for crèche and Anganwadi workers. - Rent and Grants: Incomplete details regarding landlords, lease agreements, and corresponding bank transactions for rented centres. - Procurement and Recruitment: Insufficient documentation regarding supplier details, tender processes, and candidate evaluation records for staff recruitment.
