Directorate General of Civil Aviation issues new safety reporting regulation

The Directorate General of Civil Aviation (SHGM) has published the Civil Aviation Safety Incidents Regulation (SHY-OLAY) in the Official Gazette. The new regulation establishes comprehensive procedures for reporting, collecting, storing, analyzing, and sharing information regarding safety incidents in civil aviation.

The regulation applies to both natural and legal persons involved in civil aviation activities. It aims to systematically address accidents, serious incidents, and other events that could impact aviation safety. Service providers are required to report any incidents posing a safety risk to the SHGM within 72 hours of discovery. Personnel witnessing or involved in an incident must report to their service provider or directly to the SHGM if the provider is unavailable.

A voluntary reporting system will also be established to capture safety information not covered by mandatory reporting, featuring protections for the identity of reporters and allowing for anonymous submissions.

Under the new rules, service providers must conduct risk assessments of incidents within 14 days. For mandatory notifications to the SHGM, preliminary result reports must be submitted within 30 days, with final reports due within 90 days. Additionally, a Safety Incidents Evaluation Commission composed of industry representatives will be established to evaluate safety analyses and investigations.
