Disability benefits and home modification subsidies in Germany
In Germany, the degree of disability (GdB) is used to measure how physical, mental, or sensory impairments affect a person's daily life and social participation. A GdB of 50 or higher classifies an individual as severely disabled, while those with a GdB of 30 or 40 may apply for equality status to access certain benefits. To qualify, health impairments must be expected to last at least six months, based on the Medical Care Ordinance (VersMedV). The GdB is determined by the extent of the limitation rather than just a diagnosis.
To support independence, long-term care insurance providers offer subsidies for home environment improvements. Individuals with any care level can apply for grants of up to 4,180 euros for modifications like installing stairlifts, level-access showers, or lowering kitchen cabinets. If multiple people in a household require care, the total subsidy can reach 16,720 euros. Tenants must obtain landlord permission before making structural changes, though landlords generally cannot refuse unless the work significantly damages the building or affects other residents.
