DNIT clarifies documentation requirements for legal goods circulation in Paraguay
The National Directorate of Tax Revenues (DNIT) in Paraguay has clarified that possessing a commercial invoice does not automatically guarantee the legal circulation of goods. During an interview, DNIT Director Óscar Alcides Orué explained that depending on the product, additional documentation such as remittance notes and sanitary authorizations from Dinavisa may be required.
This clarification follows recent incidents where merchants had goods seized, including a shipment of over 160 items from Ciudad del Este to Encarnación and various perfumes that lacked necessary sanitary seals and registrations. The DNIT noted that transport companies also bear responsibility for verifying that all cargo is accompanied by the correct documentation.
To assist small businesses, the DNIT has expressed a willingness to organize training sessions and provide guidance on formalization and specific product requirements to prevent future seizures.
