Dominican citizen Leoncio Rafael Sosa de la Cruz alleges fraudulent identity change by JCE

Leoncio Rafael Sosa de la Cruz, a resident of Monte Plata, Dominican Republic, reported that his birth record was altered without his consent, changing his gender from male to female and his name to "Rafaela." He says the modification was carried out by an ex‑partner who obtained a court order to amend the civil registry.

Sosa de la Cruz filed a formal complaint with the Junta Central Electoral (JCE) and has waited more than two months without a definitive response. The change has prevented him from using his identity documents for driving licenses, insurance, pensions and other services. He plans to pursue civil and criminal actions against anyone found responsible. The JCE has not issued a public statement on the case, and officials at the Bayaguana civil registry indicated they can only implement directives from higher JCE authorities.
