Dominican police officer receives 12‑month preventive detention for fatal shooting in Herrera
On 3 July 2026, police corporal José Francisco Moreta Heredia opened fire on 19‑year‑old Darlin Enmanuel Mercado Reyes (also reported as Darling Mercado) in the Herrera sector of Santo Domingo Oeste. The victim was shot in the chest after informing the officer that a motorcycle involved in the patrol stop was his, and died instantly. The incident was captured on video by a bystander.
A judge (Reyes Rodríguez) ordered a one‑year preventive detention for Moreta at the Las Parras correctional centre, declared the case complex to allow investigation of other patrol members, and mandated protection and psychological assistance for the victim’s family and witnesses. Prosecutor Eduard López indicated that the conduct of all officers on the patrol is under review. The ruling prompted public protests and a response from President Luis Abinader demanding an exemplary sanction. The case has also been cited in political commentary as being used to attack the interior minister, Faride Raful, while calling for broader police reform.
