Dominican President Abinader hands out 400 land titles in Pepillo Salcedo
On 4 July 2026, Dominican President Luis Abinader delivered 400 certificates of property titles to an equal number of families in the municipality of Pepillo Salcedo, Montecristi province. The distribution benefits about 1,600 people and is the first stage of a programme to issue a total of 740 titles in the area, with the remaining 340 to be handed out later.
The titles are part of the broader Manzanillo development project, which includes a 400‑megawatt power plant already operating, an 800‑megawatt plant under construction, and a tourist pier intended to boost the local economy. Abinader said that owning a title "increases the value of homes, lets families access formal financial services and seize new economic opportunities." The administration has delivered roughly 170,000 titles nationwide since taking office.
UTECT director Duarte Méndez Peña described the ceremony as a "deeply meaningful act of social justice" that provides legal security and spurs development for Montecristi and the Dominican Republic as a whole.
