Dominican Republic and Mexico push new gambling regulation reforms

In the Dominican Republic, Quico Tabar, coordinator of the gambling regularisation process, said that once the law creating the Dirección General de Juegos is approved, he will request an exhaustive review of any decisions made outside the existing decrees. The legislation, which sets rules for authorising and supervising betting and gaming operators, passed the Senate and was approved with modifications by the lower house before returning to the upper chamber. Tabar, who has been coordinating the process since Decree 63‑22 in February 2022, noted that the executive re‑activated the Consejo de Seguimiento through Decree 197‑26 in March 2026 and urged operators to refrain from altering the status of gambling activities while the new framework is being finalised.

In Mexico, legislators are moving to modernise the gambling sector by creating a public register of permits for physical casinos and online betting platforms. Deputy Rubén Ignacio Moreira Valdez presented a point of agreement urging the Secretaría de Gobernación’s Dirección General de Juegos y Sorteos to publish a complete, transparent list of all current permits. The initiative seeks to address information asymmetries stemming from a 1947 law, improve legal certainty for operators, and combat illegal online offers. Experts say the measure will help align the regulatory framework with the rapidly expanding digital gambling market.
