The Dominican Republic’s Chamber of Deputies has approved a bill to establish the National Scholarship System for Productive and Labor Development. The initiative, proposed by Deputy José Manuel Caraballo Gómez, aims to link educational funding with the country’s economic and social needs.

A central provision of the bill requires students receiving international scholarships to return to the Dominican Republic for a period of two to five years to apply their training. Failure to comply with this return requirement would obligate graduates to repay all or a portion of the funds received to the Executive Power. Non-compliance could also lead to civil or criminal proceedings.

Additional requirements for scholarship recipients include maintaining minimum academic performance and using funds strictly for educational purposes. Authorities may also impose written warnings or temporary suspension of resources for failing to provide required documentation or update personal data. The bill must still pass through the Senate before being sent to President Luis Abinader for final approval.
