Dominican Republic audits face criticism for lack of accountability
In the Dominican Republic, audits conducted by the Chamber of Accounts often fail to result in meaningful consequences, creating a cycle of perceived impunity. While annual audits identify technical irregularities such as gross overvaluations, unexecuted paid works, inflated payrolls, and the diversion of funds, these findings rarely lead to sanctions.
The current legal and institutional architecture prevents accountability. The Chamber of Accounts identifies findings but lacks the power to sanction, referring them to the Public Ministry, which often fails to act due to insufficient evidentiary strength. Meanwhile, the Comptroller's Office observes without intervening, and Congress conducts inquiries without removing officials. This system allows individuals implicated in financial discrepancies to remain in power or even receive promotions and budget increases.
