Dominican Republic submits bill to reform Public-Private Partnerships Law
The Dominican Republic's Executive Power has submitted a bill to the Senate to reform the General Law of Public-Private Partnerships (APP), seeking to replace the current Law 47-20. The initiative, presented by Minister of the Presidency José Ignacio Paliza and the Director of the DGAPP, Andrés Lugo Risk, aims to modernize the legal framework to facilitate private sector participation in public interest projects.
A primary objective of the reform is to reduce bureaucratic delays. Currently, project evaluation and adjudication processes can take between 24 and 76 months; the new proposal seeks to shorten these timelines to a range of 10 to 18 months. The reform is viewed as a strategic step toward the national goal of doubling the country's economy by 2036.
Key provisions of the bill include the creation of a Specialized Fund to finance technical studies and consultancies, and the transformation of the DGAPP into an autonomous and decentralized state entity. The proposal also introduces mechanisms to leverage public assets through long-term agreements to rehabilitate and modernize state infrastructure. Senate President Ricardo de los Santos confirmed the bill will proceed through the standard legislative process and be referred to the appropriate commission.
