Dominican Republic consulate in Antigua and Barbuda receives zero in performance evaluation

The Dominican Republic's Ministry of Foreign Affairs (MIREX) has released a consular performance evaluation revealing that the consulate in Antigua and Barbuda received a score of zero.

A score of zero indicates that the mission failed to submit required documentation rather than simply performing poorly. The evaluation criteria include the submission of Annual Operational Plans, monthly reports on income and services, the transfer of collections to the Single Treasury Account, and the issuance of passports, visas, and powers of attorney.

The lack of reporting suggests the consulate may be a ‘ghost consulate,’ a term used to describe honorary missions where local businessmen or political associates provide office space without official MIREX personnel or digital platforms. This lack of activity is further highlighted by the absence of revenue reporting following the implementation of transparency measures requiring all consular income to be deposited into the Single Treasury Account.
