Dominican Republic court upholds suspension of two companies from state supplier registry

The Superior Administrative Court (TSA) has upheld the suspension of the State Supplier Registry (RPE) for Inversiones Qtek S. R. L. and Mediterráneo Investments Group, S. R. L. The ruling, issued on January 16, 2026, rejects the companies' request for an anticipatory injunction and maintains the preventive suspension originally ordered by the General Directorate of Public Procurement (DGCP) in November 2025.

The suspension follows a request from the Public Ministry, which is conducting a criminal investigation into these companies for allegedly manipulating government procurement processes through fraudulent practices. TSA President Diomede Villalona ruled that the DGCP acted within its legal authority as the governing body for public purchasing, citing Law 340-06 and Decree 416-23.

The suspension prevents the companies from participating in new government contract awards. However, the court noted that the measure does not affect the execution or payment of contracts that were previously awarded and delivered.
