Millys Martínez handcuffed by police in Elías Piña

Dominican Republic Deputy Millys Martínez was handcuffed by police during an incident in Comendador, Elías Piña, while attempting to intervene in the arrest of a young man during local festivities. The incident, captured on video, has sparked a significant political debate regarding parliamentary immunity and the use of force by law enforcement.

Alfredo Pacheco, President of the Chamber of Deputies, condemned the action as an aggression against the legislature, citing Article 86 of the Constitution which protects lawmakers from arrest except in cases of flagrante delicto. In response to the outcry, the National Police denied that a formal arrest took place but confirmed that an internal investigation has been launched. Police Director Ernesto Rodríguez García ordered Inspector General Martín Tapia Sánchez to travel to Elías Piña to interview witnesses and determine if the officers' conduct violated institutional regulations.

The event led to a protest within the Chamber of Deputies, where many lawmakers walked out of a session in solidarity with Martínez, causing the session to be suspended due to a lack of quorum. While some officials call for a bicameral commission to investigate, the police maintain they are conducting an internal review to establish accountability.
