Dominican Republic electricity sector faces billing scrutiny and modernization

The Dominican Republic's electricity sector is undergoing significant regulatory, technological, and administrative shifts. The Empresa de Transmisión Eléctrica Dominicana (ETED) is promoting large-scale energy storage (BESS) to improve national grid stability and resilience against natural disasters. Simultaneously, EDEEste has begun deploying 145,000 smart meters in the eastern region to modernize management, reduce energy losses, and improve consumption tracking.

However, the sector faces scrutiny regarding billing and service quality. Deputy Charles Mariotti Paz has called for the interpellation of electricity distributor administrators following reports of sudden, massive increases in consumer bills. In response to allegations of irregular charges and extortion, EDEEste has launched internal investigations into its technicians and supervisors.

Legal frameworks also play a central role; Law 186-07 mandates that distributors compensate users for unserved energy at a rate no less than 150% of the applicable tariff. Additionally, the law establishes strict penalties for electrical fraud, including potential prison sentences for the unauthorized appropriation of energy or meter manipulation.
