Dominican Republic debates 2027 budget and security reforms

The Dominican Republic is facing significant legislative and social debates regarding its national budget and public security strategies. The 2027 General State Budget Project has been submitted to the Chamber of Deputies, projecting a 4.75% economic growth rate. The budget proposes total expenditures of RD$2,084,127.4 million, with a projected financial deficit of 3.4% of GDP. A central pillar of the proposal is social spending, with approximately 43% of the budget allocated to education, health, and social protection.

Simultaneously, the country is embroiled in a debate over crime and judicial policy. During the VI International Congress on Law and Constitutional Justice, legal experts warned against relying on “mano dura” (iron fist) policies, such as increased prison sentences and excessive preventive detention, as primary solutions to crime. Jurists argued that these measures fail to address root causes and instead suggest strengthening intelligence, investigation, and prevention.

In the legislature, the rise in violence and police interventions has sparked calls for national dialogue. While some officials defend current security measures, others, including religious leaders and opposition lawmakers, urge a focus on structural issues like lack of opportunity for youth and the need for institutional coordination to prevent extrajudicial violence.
