Dominican Republic Prosecutor Says Memes Not Crimes Under Penal Reform
Procuradora General de la República Yeni Berenice Reynoso issued a clarification stating that creating or publishing memes, caricatures, parodies, satire, videos or images for journalistic, artistic, humorous or social‑critique purposes is not a criminal offence under the newly approved Penal Code and its reform. She emphasized the principle of legal certainty, noting that only conduct expressly defined as a crime may be punished, and that such expressive content is not punishable when clearly artistic, not intended to deceive or harm minors. The clarification responded to public confusion about digital‑content provisions in the reform promulgated by Decreto 507‑26 on 27 July 2026, and reiterated that penal law applies only to intentional or culpable acts, not to legitimate artistic or critical expression.
