Dominican Republic Tightens Public Procurement Oversight

The Dominican Republic’s Direction General of Public Procurement (DGCP) suspended a municipal procurement process for the second phase of sidewalks and curbs in Las Terrenas, citing numerous violations of the new Public Procurement Law No. 47‑25. The suspension affects a contract worth roughly RD$5.16 million and was based on findings such as missing feasibility studies, absence of a legal expert on the evaluation committee, use of outdated legal provisions, and multiple documentation deficiencies.

Separately, the country's Comptroller General’s Office issued Circular IN‑CGR‑CIR‑2026‑0005, establishing technical guidelines for the registration, traceability, and transparent management of contract assignments. The circular mandates tripartite agreements, registration in the Integrated Financial Management System (SIGEF), and strict conditions limiting assignments to exceptional public‑interest cases, aiming to improve financial accountability and prevent duplicate records under the same procurement law.
