Dominique Noël appeals judicial non-certification in Haiti
Dominique Noël, a substitute government commissioner at the Port-au-Prince Court of First Instance, has filed a formal appeal with the Superior Council of the Judiciary (CSPJ) to contest his non-certification.
Noël learned of his status through social media following certification operations conducted in early September 2026. The decision to deny his certification was reportedly based on an “absence of professional and moral integrity.” Noël disputes these claims, asserting that he has consistently upheld integrity and morality in his duties and noting that he is unaware of any complaints or investigations that would support the decision.
In his appeal, Noël is requesting that the CSPJ and the technical certification commission provide the specific evidence used to reach this conclusion, including copies of investigation or vetting reports. He argues that access to these documents is essential to ensure his right to a defense and the principles of a fair trial, citing the 2007 law establishing the CSPJ and Article 8 of the Universal Declaration of Human Rights.
