Donald Trump has proposed a federal tax credit designed to incentivize film and television productions to return to the United States. The initiative aims to counter the trend of studios moving productions to foreign countries that offer more attractive tax incentives, such as Canada, the United Kingdom, and Australia.

The proposal includes a 20% federal tax credit on specific labor costs for productions filmed within the country. This approach marks a shift from a previous idea to apply tariffs on foreign-produced films, which presented practical challenges regarding how to classify non-conventional imports. By reducing the cost of domestic production rather than penalizing foreign production, the plan seeks to compete more effectively with international subsidies.

The project is expected to be presented to the House of Representatives during the week of September 14, where it would move to the Ways and Means Committee. While the plan aims to complement existing state-level incentives in regions like California, Georgia, and New York, it faces questions regarding budgetary impact and coordination with local authorities. The Motion Picture Association has expressed support for the measure.
