Ukraine Secures U.S. License to Produce Patriot Missiles

At the NATO summit in Ankara, U.S. President Donald Trump announced that Washington will grant Ukraine a licence to manufacture Patriot air‑defence missiles. Ukrainian President Volodymyr Zelensky confirmed that Kyiv will receive a package of Patriot interceptors in the coming days and said technical teams from ministries and the executive must begin work immediately to obtain the licences and start production.

Zelensky noted that the agreement also includes separate talks with European partners on a new anti‑missile system. Analysts warn that establishing a domestic production line for PAC‑3 (or PAC‑2) interceptors could take 12 to 24 months due to the need for component supply chains and technical documentation. Current U.S. Patriot output is limited to about 50‑60 missiles per month, and supplies are dwindling as the war continues.

The Kremlin dismissed the licence announcement as an “illusion,” while Russian officials warned that increased Ukrainian capabilities would not aid peace efforts. The deal marks a shift in U.S. policy, moving from supplying finished missiles to enabling Ukrainian self‑sufficiency in a key defensive technology.
