Donald Trump signs Lindsey O. Graham Russia and Iran Sanctions Act FAST-MOVING
President Donald Trump has signed the Lindsey O. Graham Russia and Iran Sanctions Act of 2026 into law. The legislation, which passed with significant bipartisan support in both the Senate and the House, aims to increase economic pressure on Moscow due to the ongoing war in Ukraine.
A central provision of the law grants the US President the authority to impose tariffs of up to 100% on the five largest importers of Russian oil and gas. This measure is expected to impact major buyers such as China and India, potentially disrupting global energy markets and bilateral trade relations.
The sanctions package also targets Russia’s energy and defense sectors, specifically aiming to dismantle the ‘shadow fleet’ of tankers used to evade international restrictions. Additionally, the law imposes sanctions on Russian officials, banks, and financial institutions, including asset freezes and entry bans for Vladimir Putin and high-ranking military figures.
Furthermore, the legislation extends existing sanctions against Iran’s energy and weapons sectors for an additional five years. While the law includes potential exemptions for countries that significantly reduce their reliance on Russian energy, the broad powers granted to the executive branch have drawn concern from some lawmakers regarding their impact on US allies.
