President Donald Trump has signed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 into law, introducing a sweeping new package of economic measures aimed at curbing Russian influence and funding for the war in Ukraine.

The legislation targets Russia’s energy and defense sectors, as well as high-ranking officials, including President Vladimir Putin. It also imposes sanctions on Russian banks, financial institutions, and the so-called ‘shadow fleet’ of tankers used to bypass existing Western restrictions. Additionally, the act extends existing US sanctions against Iran until 2031.

A major component of the law grants the President authority to impose tariffs of up to 100 percent on the five largest importers of Russian oil and gas, specifically naming countries like China and India as potentially exposed. Direct imports of Russian-origin goods into the US could face tariffs as high as 500 percent. Some exemptions may apply to countries importing less than 15 percent of their natural gas from Russia.

Russian officials have reacted sharply. Kremlin spokesperson Dmitry Peskov described the law as an ‘unfriendly step’ that could complicate peace negotiations. Former Russian President Dmitry Medvedev suggested that Russia should respond with ‘direct military deterrence’ to the new sanctions.
