The proposed legislation, as outlined by Trump, would require photo identification and proof of citizenship for voters, restrict mail‑in ballots except for limited exceptions, ban transgender women from women’s sports, and prohibit gender‑affirming surgery for minors. Trump also criticized the Foreign Intelligence Surveillance Act (FISA), stating it should only be pursued if tied to the SAVE America Act.
