Trump waives Graham Act sanctions on Russian energy importers

President Donald Trump has signed an executive order waiving specific sanctions and duties under the Lindsey O. Graham Sanctioning Russia and Iran Act. The waiver, which Trump cited as being in the national interest of the United States, prevents the imposition of heavy tariffs on the five largest purchasers of Russian-origin crude oil and natural gas, including major importers such as China and India.

The order also suspends the 500 percent ad valorem tariffs on Russian-origin imports that were authorized by the legislation. This move follows a recent agreement between President Trump and Russian President Vladimir Putin regarding the supply of Russian diesel to the United States and global markets to help alleviate fuel price pressures.

The decision has faced bipartisan criticism in Washington. Some lawmakers expressed concern that the waiver undermines the intent of the Graham Act, while Ukrainian President Volodymyr Zelenskyy warned that such measures could encourage further Russian aggression. U.S. Energy Secretary Wright clarified that while the waiver applies to diesel exports, major sanctions against Russia remain in effect. The waiver will remain in place until the President or the Secretary of State determines that further action is necessary.
