The Karkonoska Agencja Rozwoju Regionalnego (KARR) is facing a major scandal following allegations of irregularities in the distribution of over 4.5 million PLN in flood relief funds. Investigations by the Central Anticorruption Bureau (CBA), the prosecutor's office, and the European Public Prosecutor's Office (EPPO) are examining whether funds were improperly awarded to entities in Dziwiszów, including companies linked to former KARR Vice President Anna Konieczyńska and her neighbors.

Satellite data and reports from the State Fire Service and Polish Waters suggest that the properties receiving aid may not have actually been reached by floodwaters. Specific beneficiaries include Amarcord, owned by Konieczyńska's husband, which received 200,000 PLN, and the company Dami, which received over 1.12 million PLN. Additionally, the company Kadalore received 3.2 million PLN in two loans.

In response to the controversy, the Lower Silesian Voivodeship Board has dismissed KARR President Hubert Papaj and the entire supervisory board. A new supervisory board has been appointed to conduct an audit and cooperate with ongoing investigations. Prime Minister Donald Tusk has stated that any confirmed abuses will face full consequences.
