Poland fuel crisis: Tusk and Nawrocki clash over price relief

Poland is facing a political and economic standoff over record-high fuel prices. Diesel has surpassed the 9 PLN per liter mark, while gasoline (Pb95) averages around 8.19 PLN. Analysts attribute these increases to global instability, specifically conflicts in the Middle East and Ukraine.

Prime Minister Donald Tusk and President Karol Nawrocki are locked in a dispute over how to mitigate these costs. Tusk's government proposes a windfall tax on fuel companies, estimated to generate 4 billion PLN, to fund a relief package called ‘Ceny Paliwa Niżej’ (Lower Fuel Prices) through reduced VAT and excise duties. Tusk has publicly urged the President to sign the legislation, accusing the Palace of blocking relief to damage the government.

In response, President Nawrocki has criticized the government's approach and proposed his own initiative. The President's office argues the windfall tax violates the principle of non-retroactivity and could inadvertently drive prices higher. Nawrocki’s proposal focuses on limiting fuel company margins, which could potentially lower prices by 1.70 PLN to 2 PLN per liter.

Additionally, civil society groups are attempting to launch a citizen-led legislative project to create a Fuel Price Equalization Fund. This fund would use extraordinary profits from oil companies to provide direct discounts to drivers when global oil prices exceed 80 dollars per barrel.
