Donna Ganger testifies to Senate on fatal ICE shooting of daughter

Donna Ganger, the mother of Renée Good, testified before a Senate committee regarding the fatal shooting of her daughter by an Immigration and Customs Enforcement (ICE) officer. The incident occurred on January 7, 2026, in Minneapolis, when ICE agent Jonathan Ross shot Good while she was in her vehicle.

Ganger, a registered Republican who stated she voted for Donald Trump with the expectation that federal agents would protect citizens from terrorists, expressed heartbreak over the incident. She noted that the shooting contradicts her belief that such agents are meant to protect the innocent. Ganger called for accountability and legislative action, stating that “thoughts and prayers are not enough.”

The testimony follows controversial statements from federal officials. Then-Secretary of Homeland Security Kristi Noem previously characterized Good’s actions as “an act of domestic terrorism,” a claim that was later challenged by video evidence. Vice President J.D. Vance also maintained the terrorism characterization despite evidence suggesting the shooting resulted from an escalated confrontation.
