Dorheny García Cayetano accused of legislative plagiarism in Veracruz

Dorheny García Cayetano, a Morena legislator in the Veracruz State Congress, has faced accusations of plagiarism regarding a recent legislative proposal. García Cayetano presented a decree to elevate participatory budgeting in municipalities to a constitutional level, citing historical precedents from Porto Alegre, Brazil.

However, legislator Elena Córdova challenged the originality of the proposal, stating she had formally presented the same initiative a year prior. Córdova alleged that García Cayetano had previously stalled the proposal while serving as president of the Governance Commission before later registering it under her own name.

Other legislators, including Ana Rosa Valdés, Héctor Yunes Landa, and Montse, also voiced criticism. They described a recurring pattern where García Cayetano allegedly fails to rule on colleagues' initiatives within her commissions, only to later modify and present them as her own before the Plenary.
