Dortmund implements begging ban near outdoor dining areas

Since August 1, the city of Dortmund has implemented a ban on begging within a five-meter radius of outdoor dining establishments. The regulation applies to all forms of begging, including individuals sitting silently with collection bowls.

Legal expert Wolfgang Hecker, a former professor of constitutional and administrative law, has questioned the legality of the measure. He argues that while cities can protect restaurant guests from aggressive solicitation, a blanket ban on silent begging may be legally vulnerable because it covers large, continuous areas of the city center.

Local observations regarding the ban are mixed. Some individuals experiencing homelessness report that the city center feels quieter and that the constant solicitation has decreased, making the environment more comfortable for pedestrians and diners. However, others suggest that beggars may simply be moving to different neighborhoods where enforcement is less intense.
