Dortmund implements new begging ban near outdoor cafes
Dortmund has implemented a new regulation prohibiting begging within a five-meter radius of outdoor dining areas at cafes and restaurants. Following a two-week transition period focused on informing and sensitizing the community, the city's regulatory office (Ordnungsamt) will now begin issuing fines for violations.
The new rule specifically targets silent or passive begging, such as individuals sitting on the ground to solicit donations. While aggressive begging was already prohibited with fines up to 50 euros, this new measure expands enforcement to include non-confrontational solicitation in the designated zones. Violators face an initial fine of 15 euros, with additional procedural costs if the fine remains unpaid.
The regulation is currently set for a one-year term. Compliance will be monitored by the Municipal Order Service during regular patrols, including evening shifts on Fridays and Saturdays. City officials noted that the mere announcement of the rule has already had a visible effect on the local scene.
