Dortmund introduces minimum pricing for ride-hailing services

Dortmund is implementing mandatory minimum prices for rental car services, such as Uber and Bolt, effective September 1. This regulatory measure aims to protect the traditional taxi industry from intense price competition. Under the new rules, private ride-hailing providers are permitted to undercut regular Dortmund taxi rates by no more than 15 percent for short-term bookings within the city limits.

The city's administration is taking this step despite similar attempts in Essen and Cologne, which have faced significant legal challenges. While taxis are classified as part of public passenger transport and must adhere to municipal tariffs, app-based providers have historically been able to offer prices 30 to 40 percent lower than traditional services.
