Doru Moscu linked to potential Tulcea prefect appointment

Doru Moscu, a former official within the Environmental Guard in Tulcea and the Danube Delta Biosphere Reserve, is being considered for the position of prefect of Tulcea county. While the nomination has not been officially confirmed, his administrative history has drawn scrutiny.

In February 2024, the National Environmental Guard issued Moscu a “unsatisfactory” performance rating for the previous year, which led to his dismissal from public office. However, the Tulcea Tribunal annulled this evaluation in March 2025, citing procedural irregularities. The Environmental Guard filed an appeal against this ruling in October 2025.

Additionally, Moscu is involved in ongoing legal proceedings regarding a dispute with the National Environmental Guard concerning the annulment of an administrative act related to prejudice recovery.
