Édouard Philippe proposes climate security policy during Angers visit

Édouard Philippe, the Mayor of Le Havre and candidate for the 2027 French presidential election, visited Angers on September 17 and 18, 2026, to focus on climate change adaptation. During his visit, he attended the Salon du Végétal to meet with professionals in the plant sector, including producers and landscapers, to discuss environmental challenges and future solutions.

Philippe presented a climate security policy centered on three pillars: protecting, adapting, and equipping. His proposal includes merging the Barnier Fund and the Green Fund into a single €2 billion fund, constructing a French Canadair aircraft, adapting housing and daily rhythms (such as school and work schedules), and implementing water storage policies for agriculture.

Positioning himself as a ‘convert’ to ecology, Philippe framed climate change as a matter of collective security and national protection rather than just an environmental issue. He also used the platform to distinguish his platform from political rivals, arguing that climate adaptation requires a market economy and criticizing opponents for using environmental issues for political gain.
