Édouard Philippe Targeted by Russian Disinformation Ahead of 2027 French Presidential Race

Édouard Philippe, mayor of Le Havre and declared candidate for France's 2027 presidential election, was the subject of a coordinated disinformation operation. Posts on X, generated with artificial intelligence and mimicking a news channel’s visual style, falsely claimed he suffers from frontotemporal dementia. The rumor was accompanied by a video featuring a synthetic Slavic voice warning that the claim could damage his campaign. French security sources identified the pro‑Russian network Storm‑1516 as the origin of the operation, noting it as part of a routine pattern of Russian interference that is difficult to detect.

The false health allegation was quickly denied by Philippe’s entourage. France’s anti‑disinformation service Viginum reported the network has carried out 205 similar campaigns across Europe since August 2023. Prime Minister Sébastien Lecornu, citing an "acute" risk of foreign interference, urged harsher penalties, proposing to triple punishments for producing false electoral content.
