UK Prime Minister seeks to block early release of PC Harper's killers
Prime Minister Andy Burnham is seeking to reform a prison early release scheme to prevent the release of the killers of PC Andrew Harper, Jessie Cole and Albert Bowers. The duo, convicted of manslaughter in 2020, are currently eligible for release in January 2025 after serving half of their 13-year sentences.
While Downing Street initially stated it was “not possible to simply exclude one or two offenders” within the manslaughter category, Burnham has since expressed confidence that a solution can be found. He has instructed Justice Secretary Alex Norris to develop a plan to be presented to Parliament in September. This plan aims to keep more serious offenders in prison by increasing capacity through measures such as the faster deportation of foreign national offenders and reviewing indeterminate sentences.
The controversy follows intense pressure from the Harper family, police leaders, and a petition with over 880,000 signatures. The early release scheme, part of the Sentencing Act 2026, was designed to address prison overcrowding, which has reached 97% capacity in England and Wales. Current exemptions already apply to those convicted of rape and serious sexual offences, but manslaughter was not previously included.
