DP World takeover bid for Lyttelton Port meets union resistance in New Zealand

DP World, the state‑owned logistics giant from the United Arab Emirates, has submitted an unsolicited proposal to lease and operate Lyttelton Port, the South Island’s largest maritime gateway. The port is currently run by the Lyttelton Port Company and owned by Christchurch City Holdings, the investment arm of the Christchurch City Council.

The bid has drawn sharp criticism from local unions and community groups, who warn that foreign control could lead to casualised labour and lower wages. New Zealanders for a Democratic Economy organised a community meeting where Union President Gerard Loader and analysts highlighted concerns, stating, “It’s cheaper for them to pay fines for breaches of employment law than it is actually to pay established workforces based on collective agreements.” The group plans further meetings and possible protests outside council offices.

Port owner Christchurch City Holdings’ chairman Bryan Pearson said any decision would be a “material change to the operating model” and would require council consultation before proceeding. DP World, which operates more than 60 ports worldwide, argues its proposal could bring investment and expertise to the port’s operations.
