DPR RI agrees to draft Oil and Gas Bill as replacement law

The Indonesian House of Representatives (DPR RI) has agreed to draft the Oil and Gas Bill (RUU Migas) as a replacement law for Law Number 22 of 2001. This decision was reached by the Working Group (Panja) for the harmonization, rounding, and stabilization of the bill's concept during a plenary meeting of the Legislative Body (Baleg) on Saturday, August 15, 2026.

Sturman Panjaitan, Chairman of the Working Group and Deputy Chairman of Baleg, reported that the group completed 39 technical improvements to the draft. These technical refinements include the removal of explanations in Article 7, establishing “contractor” as a standard definition in Chapter I, correcting article references, and standardizing terminology and punctuation. While technical corrections were made, substantive notes were deferred to the proposing party.

If the bill is approved in a plenary session as a DPR initiative, the leadership of the DPR will submit a letter to President Prabowo Subianto. The government would then prepare a List of Problem Inventories (DIM) and issue a Presidential Letter (Surpres) to serve as the basis for joint discussions with the DPR.
