DRC develops single-window agency and refinery plans with U.S. support
The Democratic Republic of the Congo is developing a “single window” agency to streamline large-scale mining investments. This centralized body, led by the ministries of Finance and Economy, aims to consolidate processes such as company registration, licensing, taxation, and compliance to reduce authorization timelines that currently take several months.
This administrative reform aligns with a strategic partnership established between Kinshasa and Washington regarding critical minerals, infrastructure, and energy. The initiative seeks to diversify the DRC’s financing and export markets while strengthening the local processing of its vast mineral reserves.
In a related development, the U.S. Trade and Development Agency (USTDA) has signed an agreement with the Congolese company Buenassa Resources to fund a pre-feasibility study for a strategic copper and cobalt refinery in Lualaba province. The project aims to enhance local mineral transformation for use in the energy, construction, artificial intelligence, and defense sectors. The study will assess technical design, economic viability, and potential ore suppliers, potentially creating opportunities for American technology and expertise in the refinery’s construction and operation.
