DRC government accelerates PDL-145 local development program
The Democratic Republic of Congo’s government has relaunched the Programme de Développement Local des 145 Territoires (PDL‑145) to speed up unfinished infrastructure works across the country’s territories. Finance Minister Doudou Fwamba Likunde Li‑Botayi chaired a steering committee that reviewed the programme’s first phase and demanded a detailed work schedule and disbursement calendar within 15 days, linking future payments to compliance with technical, administrative and financial rules.
According to the United Nations Development Programme (UNDP), 341 of the 764 planned structures have been delivered (44.6% completion), 104 are near completion, 145 projects have been relaunched after earlier delays and 141 remain below 70% execution. The committee will strengthen monitoring and expects a plan to accelerate the remaining works while ensuring transparency and efficient use of public funds.
