DRC government signs protocol for rural proximity payroll
The government of the Democratic Republic of the Congo has signed a protocol to implement a proximity payment system for state employees. This reform aims to bring salary services closer to civil servants stationed in remote, rural, and unbanked areas where access to traditional financial services is limited.
The agreement was signed by the Vice-Prime Minister of the Civil Service, Jean-Pierre Lihau Ebua; the Vice-Prime Minister of the Budget, Adolphe Muzito; the Minister of Finance, Doudou Fwamba Likunde Li-Botayi; and the Director General of CADECO SA, Célestin Mukeba.
CADECO SA will serve as the central institution for this initiative, utilizing its national network to facilitate the secure and regular delivery of public wages to employees in isolated territories. Beyond improving payroll accessibility, the initiative is intended to promote financial inclusion, modernize public services, and revitalize CADECO SA.
