DRC identifies 1,072 parafiscal revenue-generating acts
The Interministerial Permanent Commission for the Rationalization of Parafiscality (COPIRAP) has identified 1,072 acts that generate parafiscal revenue in the Democratic Republic of the Congo. These provisional findings were reviewed on September 18, 2026, in Kinshasa following a data collection mission conducted by 96 experts from the Ministries of Budget and Finance.
The mission targeted 405 public organizations, successfully visiting 380, representing a 94% coverage rate. Financial data indicates that parafiscal revenues reached approximately 2,586.7 billion Congolese francs (about $1.2 billion) in 2023, compared to 2,612.5 billion francs in 2022. For 2024, revenues are estimated at 3,523.5 billion Congolese francs.
Led by Prime Minister Judith Suminwa, with co-leadership from Budget Vice-Prime Minister Adolphe Muzito and Finance Minister Doudou Fwamba, the reform aims to restructure the system to improve transparency and integration with the state's general budget. The process will involve determining which parafiscal acts should be maintained, merged, or abolished, including levies related to employment services and foreign labor cards.
