DRC Ministry of Finance launches standardized invoice initiative

The Democratic Republic of the Congo’s Ministry of Finance, led by Minister Doudou Fwamba, has launched an initiative to increase fiscal transparency by encouraging citizens to demand standardized invoices for all goods and services.

To support this effort, the government has introduced the ‘FACNO RDC’ mobile application. This tool allows consumers to verify the compliance of their invoices and report irregularities directly to the authorities. The Ministry stated that citizens should follow a three-step process: demand an invoice, verify its conformity, and report any non-compliance.

As an incentive for vigilance, the Ministry announced that consumers who provide reports that lead to verified instances of non-compliance may receive rewards following an investigation by the Direction Générale des Impôts (DGI). Additionally, the Ministry advises citizens to always retain their physical invoices, even when participating in promotional games or raffles that require the submission of the receipt.
