Driving and banking guidance: Rules for stopping and ATM card retention

Various guidelines have been issued regarding common roadside and banking procedures. In terms of traffic regulations, a distinction is made between stopping and parking. Stopping is defined as remaining stationary for a maximum of three minutes, regardless of whether the engine is running. Parking occurs if a driver leaves the vehicle without maintaining continuous visual contact or if the vehicle remains stationary for longer than three minutes.

Traffic signs indicate different restrictions: a single diagonal red line on a blue circular sign denotes a restricted stopping ban, where stopping is permitted for up to three minutes except for loading, unloading, or passenger entry and exit. A cross consisting of two diagonal red lines indicates an absolute stopping ban, which prohibits all forms of stopping.

Regarding banking, if an ATM retains a card, individuals are advised to remain at the machine and immediately contact the bank or operator. If the incident occurs outside of business hours or with a different bank, the emergency blocking number 116 116 should be used. Common reasons for card retention include entering an incorrect PIN three times, blocked accounts, or technical defects. Banks are generally liable for errors caused by machine malfunctions or third-party manipulation, such as skimming, while customers may be held liable for gross negligence, such as writing down a PIN.
